Why does Indonesia block foreign sites?

What sites are blocked?

Telegram was blocked in 2017 due to “radical and terrorist propaganda.”
In September 2018, Vimeo, Tumblr, and Webtoon were censored for hosting nudity. On December 17, Tumblr was uncensored.
After being banned in Indonesia for four years, Netflix was only allowed to resume services in mid-2020, and some movies are not available in Bali without a VPN.
